FIRST ,you will need Hamachi

How to do it :

1.start the dedicated server

2. fill the column as you want (what map you want to play,player,etc)

3.PORT 27016

4.RCON PASSWORD 123 (in my server,it is like this)

5.don't check the anti cheat,just uncheck it

6.start

HOST:

1.get into your counter strike

2.find server

3. check the lan tap

4.get into the server that you made by the dedicated server 

CLIENT:

1. get into your couter strike

2.go to console command

3.in the console command type "connect ip:port"

4.example "connect 192.168.x.x.:27016" (TANPA TANDA KUTIP)

5.aaand there you go!,have fun
